Doctor of Technical Science; First Deputy of General Director of FSUE “VNIIFTRI” — Deputy for scientific work.
A qualified specialist in the field of metrology of physico-technical and radiotechnical measurements. Head of the works on the maintenance and improvement of state primary standards of units of measurement, on carrying out comparisons of state primary standards of units of measurement with standards of the BIPM and national standards of foreign countries, on the development, keeping and operation of a reference base.
Under his leadership fundamental research in the field of thermophysical and temperature measurements was carried out, an experimental sample of a measuring installation on the basis of acoustic gas thermometer for the state primary standard of the temperature unit of the Russian Federation in the range from 4.2 to 273.16 K was developed in order to implement a new definition of Kelvin on the basis of fundamental physical Boltzmann constant.

Balakhanov Mikhail Valentinovich

Candidate of Physical and Mathematical Sciences; main academic specialist of FSUE «VNIIFTRI», Scientific Secretary of the Dissertation Committee of FSUE «VNIIFTRI», honoured employee of FSUE «VNIIFTRI».
A qualified specialist in the field of metrology of physico-technical and radiotechnical measurements. He conducted research on the interaction of laser, X-ray and Mössbauer radiation with various media. Under his leadership and direct participation the first Russian national standard for clean rooms was developed and implemented, he supervised and personally participated in the development and invention of new methods and means of physical and mechanical measurements, standards and systems for ensuring the measurement uniformity of the parameters of aerosols, powders and suspensions, air ions and dispersed media, in the development of control means  of dust content of air, monitoring systems for clean rooms, instrument for sanitary and hygienic and ecological air control; in development and implementation of a set of works specified within the Federal Target Program “GLONASS” and the Federal Target Program “Developing the infrastructure of the nanotechnological base”.

Borovkov Vladimir Mikhailovich

Doctor of Technical Science; leading research worker of the pressure measurement laboratory of metrology department in mechanics, thermodynamics and building of FSUE «VNIIFTRI».
A qualified specialist in the field of ensuring the uniformity of pressure measurements, is a established authority in the field of high-pressure measurements in our country and abroad. Under his leadership, unique technologies of high-pressure piston pairs, which have no analogues in the world, are implemented. He performs acute works to improve the reference base of the Russian Federation in the field of measuring the statistical pressures and pressure differences, international comparison of pressure scales.
Scientist-keeper of the State and secondary standards of the pressure unit for the area of ​​excess pressure of 10–1600 MPa. Member of the Working Group of the International Bureau of Weights and Measures and the Technical Committee of the International Metrology Organization COOMET on Pressure.

Denisenko Oleg Valentinovich

Doctor of Technical Science; Deputy of General Director of FSUE “VNIIFTRI” — Head of the research department of development and operation of metrological support means of time-positioning and navigation systems.
A qualified specialist in the field of metrological support of time-positioning and navigation systems. Under his leadership, a nationwide interdepartmental system for ensuring the uniformity of measurements in the global navigation satellite system GLONASS was developed; State primary special standard of length unit up to 4,000 km was developed; a reference measuring complex in a range of lengths up to 60 m based on a femtosecond laser was developed; stationary and mobile complexes for metrological support of the GLONASS system in terms of radio technical measurements were developed; for the first time in the Russian Federation a stationary complex of evaluation of the characteristics of the navigation equipment of the consumer of the Global Navigation Satellite Systems was developed, which allows to provide imitation of the distributed in the space of the GNSS navigation field and sources of interfering signals.

Dobrovolskiy Vladimir Ivanovich

Candidate of Technical Sciences; Head of research department of physicochemical and electric measurements of FSUE «VNIIFTRI».
A famous expert in the field of physico-chemical and electrical measurements. Provides scientific guidance on research of the development of methods for determining the concentration of inorganic components in aqueous solutions. Under his leadership, the State primary standard for mass (molar) concentration of inorganic components in aqueous solutions based on gravimetric and spectral methods was developed, the state primary standards in the field of electrochemical measurements (pH-meter, ionometry, conductometry, coulometry) and in the field of aerosol, hydrosols and powders, air ions parameter measurements were modernized.

Doinikov Alexander Sergeevich

Doctor of Technical Sciences, Head of the Department of Physico-Technical and Radio Engineering Measurements of the Scientific and Educational Center of the FSUE “VNIIFTRI”.
Prominent metrologist, an active participant in the development of a number of state and interstate standards and recommendations on metrology. Author of more than 270 printing works, including 6 monographs in the field of metrology: terminology, application development of the theory of measurement scales, general issues of legal and applied metrology. Laureate of the Russian Federation Government Prize in Science and Technology (2001). Awarded with commemorative medals, Honorary Badge of IGU “For Merit”, title of “Honoured Metrologist of COOMET”. Full member of the Russian Metrological Academy.

Domnin Yuri Sergeevich

Doctor of Technical Sciences, Chief Researcher of Department 74 of the FSUE “VNIIFTRI”.
Head and direct participant in the stabilization and measurement of laser frequency work. With the help of a transportable laser developed at VNIIFTRI, comparisons of laser frequency of BIPM, France, Germany, Japan and Canada were carried out. Based on the results of VNIIFTRI frequency measurements, the International Consultive Committee for Time and Frequency introduced corrections for the frequencies of all metrological lasers.
On the basis of ultrastable lasers, a single standard of time, frequency and length was developed and introduced into the metrological service.
Domnin Yu.S. — Laureate of the Russian Federation Government Prize in Science and Technology for the development of ultrastable lasers, optical frequency measurement instruments and their application in precision measurements (1998).
Domnin Yu.S. — Head of work on the development of a fountain frequency standard on cold cesium atoms. The developed cesium frequency standard increased the accuracy of measurements by almost 1000 times and is one of the best world standards.
Domnin Yu.S. is awarded the Government Prize in Science and Technology (2019). In 2022 he was awarded a diploma in the field of navigation for his contribution to the invention and development of the GLONASS system. Full member of the Russian Metrological Academy. Author of more than 90 scientific papers.

 Fateev Vyacheslav Filippovich

Doctor of Technical Sciences, Professor, Head of the Scientific and Technical Center for Metrological Support of Ground and Space Gravimetry of the FSUE “VNIIFTRI”.
A prominent scientist in the field of space radio electronics. He developed the fundamental relativistic theory of radio navigation, synchronization and metrology of near-Earth space-time. He has priority in generalizing the electrodynamics of moving media to non-inertial systems and gravitational fields. He developed the theory that opens up potential for inventing new navigational and gravimetric instruments, makes it possible to strictly describe the conditions for the propagation of radio waves in space and improve the accuracy of measurements in systems of ground and space radio navigation, geodesy and synchronization. Honored Science Worker of the Russian Federation (2001). Full member of the Russian Academy of Cosmonautics named after K.E. Tsiolkovsky, member of the dissertation council at the Public Joint Stock Company VIMPEL Interstate Corporation, member of the dissertation council at the FSUE “VNIIFTRI”, chairman of the Special Expert Board of the Higher Attestation Commission. Author of more than 350 scientific publications, including 50 inventions, 5 monographs.

Isaev Alexander Evgenievich

Doctor of Technical Sciences, Deputy Head of the Research Department of Hydrophysical Measurements Metrology of the FSUE “VNIIFTRI” for scientific work.
A well-known scientist in the field of underwater acoustics. Under his leadership and with direct participation, new methods for calibration hydroacoustic transducers and technical solutions have been developed, researched and implemented, which together make up a modern methodology that develops a standard for reproducing and transmitting of hydroacoustic quantity units in free-field conditions. He is the author of an original method for realizing the free sound field conditions, on the basis of which he created a new measurement technology for performing metrological work in a laboratory hydroacoustic tank. Active member of the Russian Metrological Academy. Member of IEC TC 87, ISO TC 43, COOMET TC 1.2. Awarded with medals, honorary signs and certificates. Author of more than 170 scientific papers, including a monograph and 17 inventions.

Khrapov Fedor Ivanovich

Doctor of Technical Sciences; Deputy General Director — Head of Department.
Specialist in the field of scientific basics of operation and metrological reliability of measuring instruments, research on multicomponent distributed information and measurement systems, metrological support of conformity assessment of product.
Under his leadership, a new research department was formed to ensure the uniformity of measurements in the development, testing and use of products.
Carries out work on the development of existing and the formation of new areas of activity of the department, establishment and development of scientific and technical relations with organizations of Rosstandart, institutions of federal authorities, institutes, industrial organizations, international metrology organizations.
He is a member of the Scientific and Technical Commission for Metrology and Measuring Equipment of the Federal Agency for Technical Regulating and Metrology, the Scientific and Technical Commission for Metrology of the Interstate Council for Standardization, Metrology and Certification.
Active participant in the work on standardization in the field of ensuring the uniformity of measurements. Kovalenko Oleg Ivanovich

Candidate of Technical Sciences; Deputy Head of the Research Department of Ionizing Radiation Metrology of the FSUE “VNIIFTRI”.
Specialist in the field of measuring the ionizing radiation characteristics. Supervised and was directly involved in the work on the development of the State primary special standard of the power unit of absorbed dose of intense photon, electron and beta radiation for radiation technologies, on the improvement of the state primary standards of units of radioactive aerosols and gases, the flux density and fluence of neutron radiation for nuclear physics installations. Responsible for maintaining the secretariat of TC 15 “Instruments for measuring ionizing radiation” and TC 15 / PC 1 “Instruments for measuring ionizing radiation used in medicine” of the International Organization of Legal Metrology.

Head of works on the maintenance and improvement of state primary standards of units of measurement, comparison of state primary standards of units of measurement in the field of radio technical and electromagnetic measurements with standards of units of measurement ​​of the International Bureau of Measures and Weights and national standards of units of measurement ​​of other countries. Mazur Mikhail Mikhailovich

A well-known scientist in the field of acoustooptical instrumentation. The most significant scientific works are related to the study of acoustic and photoelastic properties of promising crystals; development of new acoustooptical devices: AO modulators, AO filters, AO deflectors; development of acoustooptical spectrometers (AOS), acoustooptical monochromators and specialized spectrometric equipment; development of methodology for measurements carried out with the help of AOS; development of acoustooptical videomonochromators. Member of the dissertation councils of the STC UI RAS and FSUE VNIIFTRI. Author of more than 100 scientific papers in the field of acoustoelectronics, acoustooptics, metrology of spectral-optical measurements, including 18 patents and invention certificates. Nekrasov Vitalij Nikolaevich

Doctor of Technical Science, Professor; Head of research department of metrology of hydrophysical measurements of FSUE “VNIIFTRI”. Chairman of the Dissertation Board of FSUE “VNIIFTRI”.
A qualified specialist in the field of hydroacoustics and measurement of parameters of physical fields. Has developed and implemented a set of measuring piezoaccelerometers, hydrophones, new samples of measuring equipment and standard measuring instruments for metrological support of low-frequency seismohydroacoustic measurements in marine seismology. He led the works on the development of reference and working measuring instruments of a new generation for applied hydroacoustic research. Under his leadership, a system of marine technical means for measuring hydroacoustic noise and searching for sources of increased noise emissions from various marine objects was developed. Academician of the Metrological Academy, Honored Scientist of the Russian Federation.
Author of more than 100 scientific publications, including monographs and 48 invention certificates and patents.

Palchikov Vitaliy Gennad’evich

Candidate of Physical and Mathematical Sciences, Professor; Chief research scientist of the research department of the Main Metrological Center of the State Service of Time and Frequency and Determination of the Rotation Parameters of the Earth.
A qualified theoretical physicist, who made a significant contribution to research in the field of quantum metrology, fundamental physical constants, precision spectroscopy, atomic frequency standards, and research on the development of an experimental sample of the optical time and frequency standard based on femtosecond technologies.
The author of the individual theoretical results relating to the calculations of black body radiation in microwave and optical frequency standards, as well as to precise estimates of higher-order nonlinear optical effects in the uncertainty budgets of optical frequency standards on laser array.
Member of the Association of Spectroscopists of the Russian Academy of Sciences, Moscow Physical Society, European Union’s international projects on precision measurements and their analysis, on the development of optical clock in space and navigation, Chairman of the TC “Time and Frequency” COOMET.

A qualified specialist in the field of metrology of electromagnetic fields of radio frequency range. Under his leadership 8 state primary standards were developed, ensuring the uniformity of measurements in the country in the field of measurements of microwave power, electric and magnetic field strengths, electromagnetic energy flux density, frequency and amplitude modulation, scientist-keeper of the state primary standard.
He made a significant contribution to ensuring the uniformity of measurements and standardization in the field of electromagnetic measurements, to the formation and development of the regulatory base of the product certification system by parameters of electromagnetic compatibility.
