The paper presents the nomenclature of measured parameters of radiotechnical signals, the need for them in industry and the economy is considered.
It is noted that there is an increase of requirements for the parameters of modulated signals. The problems of ensuring the uniformity of measurements of digital modulation parameters are discussed. Advantageous methods of traceability of measurements of digital modulation parameters to existing state calibration schemes are described.
The methods of approach to the analysis of modulated signals are discussed. Methods for measuring the phase noises are given.

It is concluded that it is necessary to develop basic standards, digital modulation parameters, phase noise, as well as improvement of the primary standard of a unit of electrical pulse voltage.

Key words: metrological assurance, parameters, radiotechnical signals, phase noises, types of modulation, measurement methods, generation of reference signals, state primary standards, traceability, standards.
