Vyacheslav Sergeevich Buzinov, a talented experimenter and organizer, was a pioneer in the field of domestic metrology of electromagnetic fields in free space. The article deals with the problems that arose during the development of the first standards of the parameters of the electromagnetic field and the methods for their solution, which are set forth in his scientific works.
