Annotation. The article talks about fundamental research of time-frequency measurements, which will be of great importance for the development of the GLONASS system at a new stage in modern conditions.
The results of work on the creation of technical means of fundamental support for GLONASS are briefly stated. It is emphasized that the key role in their achievements was played by the use of promising technologies, such as the cooling of working atoms, the interaction of cold atoms with probe signals in the radio and optical ranges, as well as in the improvement of quantum standards for the frequency of the hydrogen current.
The results obtained will be used when operating the GLONASS system. A number of works are planned to improve the accuracy of reproduction and storage of time and frequency units due to development of a new generation of optical frequency standards, fountain-type frequency standards, hydrogen standards and means of comparison.

Key words: GLONASS system, fundamental support, results, prospects of the MMC SSTF, state standard, quantum frequency standards, means of comparison.
