Annotation. Currently, to monitor the parameters of the Earth’s magnetic and gravitational fields, single spacecraft (SC) with expensive on-board measuring equipment are used. These global monitoring tools are not responsive.
The proposed alternative monitoring system is based on the use of new space technologies: multi-satellite clusters of small spacecraft (MCS), metrological and operational capabilities of the GLONASS system and its receiving equipment, modern achievements in the field of high-precision optical measurements on Fabry — Perot interferometers, as well as advances in creation of small-sized highly stable quantum frequency standards. One of the ways to miniaturize small spacecraft is based on the use of CubeSat technology. The article discusses the composition of the onboard and ground equipment of a promising multi-satellite monitoring system based on small spacecraft, the scope of their application, as well as ground means of verification of onboard measurements.

Key words: geophysical fields of the Earth, multi-satellite system, small spacecraft, global monitoring.
